BALKAN SPORTS MEDICINE ASSOCIATION

STATUTES



 I. AIMS AND PURPOSES OF THE ASSOCIATION

Article 1.

The Balkan Sports Medicine Association constitutes a voluntary organization aiming at scientific collaboration among the National Sports Medicine Associations of the Balkan member countries as it is recognized by the United Nations and set up on the principle of equality.

Article 2.

One of the basic aims of the Balkan Sports Medicine Association is to dynamically promote correct and scientifically based sports activities, physical education and recreation as the determining factors of structural and functional perfection, health strengthening and continuation of man’s creative activity.

Article 3.

The basic purpose of the Balkan Sports Medicine Association is to boost the development of this Medical branch in the Balkan member countries in order to:
a)  Establish closer contacts, exchange scientific information and establish mutual co-operation in this field among the Association’s member countries.
b)  Organize periodical scientific events on Sports Medicine topics for researchers and experts in this field from the Balkan member countries.
c)  Carry out joint scientific medical research during sports events among the Balkan member countries or under other appropriate circumstances.
d)  Carry out visits in order to promote exchange of experience, sports competition and other events on a collective professional basis in a friendly spirit and exchange ideas and making Sports Medicine known in the Balkan member countries.

Article 4.

A basic mission of the Balkan Sports Medicine Association is the organization of Balkan Sports Medicine Congresses (every two years), the host country being selected on the basis of an election on the duties’ delegation among the Association member countries.

Article 5.

The National Sports Medicine Association of the country appointed as the host of a Balkan Sports Medicine Congress must:
a) Ensure the necessary conditions for the participants’ accommodation and the Congress’ operation with the inclusion of concurrent interpretation, audiovisual technical support etc.
b) Welcome 5 official delegates of each Association member country, with the inclusion of the President and General Secretary of the respective National Association by undertaking the cost of their Congress registration fees.
c) Cover the cost of transportation and accommodation for the President and General Secretary of each member country attending the Congress or other representatives who would replace them.

Article 6.

1 - Each Balkan country will be asked to appoint two members for the Scientific Committee of the Balkan Sports Medicine Congress. This Committee will be made up by the Executive Committee (meeting) of the Balkan Sports Medicine Association two years prior to every biannual congress. The host country has the right to have four members in the Committee. The host country (association) will invite the member associations to appoint the Committee members.
2 - The Committee members will communicate among themselves through e-mails. If there is a need, the Committee members may meet at their own cost.
3 - The President and General Secretary of the Committee are appointed and based in the host country association. The secretariat of the Committee is based in the host country. The President and General Secretary of the Committee cannot be the President and General Secretary of the Balkan Sports Medicine Association.
4 - The duties and responsibilities of the Committee are the following:
a. To suggest the main /topics of the scientific program according to the latest developments in the Sports Medicine field
b. To suggest potential courses and workshops.
c. To prepare the budget according to the scientific program (expenses of invited lecturers).
d. To invite lecturers through the Scientific Committee Secretariat.
e. To send the abstracts to reviewers for evaluation by email.
f. The abstract book’s review before publishing it.
g. To ensure the program’s smooth running during the congress.
h. To ensure that the English written presentation material has been sent before the sessions.
i. To prepare of the final scientific program.
j. To prepare a reminder of the sessions for chairmen.
k. At least one of the authors of an oral announcement or poster should be registered to the Congress.
5 - The Committee members from each country have the right, if they want, to organize a Symposium on behalf of the member country. The topic of this Symposium must be presented to the Organizers in time before the program’s preparation.

II. MANAGEMENT OF THE ASSOCIATION

Article 7.

The supreme managing body of the Balkan Association of Sports Medicine is the Delegates’ Council, consisting of 5 representatives from each National Sports Medicine Association of the Association member country.

Article 8.

The immediate management of the Balkan Sports Medicine Association is carried out by an Executive Committee, consisting of the Presidents and General Secretaries or two other representatives of the National Sports Medicine Associations that are members of the Balkan Sports Medicine Association.

Article 9.

The President and the General Secretary of the Association are to be elected by the representatives of the National Sports Medicine Association of the country selected as the host of the following Balkan Sports Medicine Congress.

Article 10.

Meetings of the Delegates’ Council are to be carried out every two years and shall coincide in time and place with the Balkan Sports Medicine Congress.

Article 11.

The managing bodies of the Balkan Sports Medicine Association shall be of a two-year mandate which can be changed only by the decision of the Delegates’ Council. Substitution of separate Executive Committee members is admissible by way of exception upon written proposal of the respective National Sports Medicine Association.

III. ASSOCIATION MEMBERSHIP

Article 12.

Membership in the Balkan Association of Sports Medicine is to be collective and shall be defined by the respective National Sports Medicine Association.

Article 13.

National Sports Medicine Associations wishing to become members of the Association are to apply to the Executive Committee and shall be considered regular members upon confirmation by the Delegates’ Council.

IV. DISTINCTIONS AND AWARDS

Article 14.

In order to take active part in the Balkan Sports Medicine Association or because of exceptional scientific achievements in the field of Sports Medicine, the Executive Committee of the Association is authorized to propose the approval of ‘honorary members’ of the Association to the Delegates Council. They will have the right to bear the Association’s ‘badge Honor’ and they may participate in the meetings of the Association managing bodies acting as advisors.

V. OFFICIAL LANGUAGE OF THE ASSOCIATION

Article 15.

The English language will be the official language of correspondence among the Balkan and the National Sports Medicine Associations members.

VI. FINANCES OF THE ASSOCIATION

Article 16.

The Balkan Sports Medicine Association does not have a budget on its own. Consequently, the finance of its activities is to be managed by the National Sports Medicine Associations and the host country of the following Balkan Congress of Sports Medicine respectively.

VII. COLLABORATION WITH OTHER ORGANIZATIONS

Article 17.

In the framework of its activities, the Balkan Sports Medicine Association aims at maintaining creative contacts with the International Sports Medicine Federation (FIMS), the European Federation of Sports Medicine Associations (EFSMA), the International Association of Olympic Medical Officers (IAOMO), the Medical Board of the International Olympic Committee (IOC), the World Anti-Doping Agency (WADA) and other related International Organizations.

VIII. LOGO, BADGE AND SEAL OF THE ASSOCIATION

Article 18.

The logo of the Balkan Sports Medicine Association is a circle, written in its periphery “BALKAN SPORTS MEDICINE ASSOCIATION”. The symbols of Medicine and Sports are inscribed on it as well as the Olympic Circles and the Association’s foundation year, 1971.

Article 19.

The seal of the Balkan Sports Medicine Association is the same as the logo.

Article 20.

The badge of the Balkan Sports Medicine Association represents a miniature of the logo with silver and gold shade having the meaning of honorary insignia.

XI. MODIFICATION OF THE STATUTES OF THE ASSOCIATION

Article 21.

A modification of the statutes of the Balkan Sports Medicine Association can be carried out only following a proposal of the Executive Committee and must be endorsed by the Delegates’ Council of the Association. The present Statutes was discussed and adopted at the Council of Delegates of the Balkan Sports Medicine Association held on September 23rd 2006 in Albena Resort, Bulgaria.
